This study aims to improve the ability of first stage of reading through picture cards to children refugees in Ciputat, South Tangerang. The method used is classroom action research conducted in two cycles with 4 cycles including: (1) planning, (2) implementation, (3) observation, (4) reflection. The subjects of this study are children refugees who are members of the School for Refugees - Dompet Dhuafa, aged seven to ten years. Data analysis uses quantitative data analysis and qualitative data, using observation and documentation techniques. The process of providing action combines visual, auditory, and kinesthetic learning styles with several methods, one of which is the game of arranging images and letters. Several findings were found during the process of providing action to improve early reading skills such as the characteristics of children from Somalia and Yemen, and the age of students who took part in the study. The results showed that their first stage of reading increased in students who received action continuously by using picture cards. The achievement of learning in pre-research activities show percentage by 58%, then increased in the second cycle of 86.31%. The results of this study indicate that there is an increase in the ability of first stage of reading in children refugees who take continuous action in the School for Refugees by using picture card media.
